Eclipse (with plugin)

it is based on Eclipse, has DBG support, and syntax hi-lighting
free to use & open sourced (though not GPL'ed).

Zend studio is with out a doubt the best IDE for php
but he asked for a FREE one, last time i checked zend wasn't as free as
i would like it to be.

Yes, KDevelop seems to be a good one but it doesn't have reflextion (I think
this is the word), I mean, when you type a character you can see a drop down
menu with all functions and variables available, or type CTR+SPACE to get
the same result.
Quanta has got this feature, it's what I need.

KDevelop has it too. If it's not turned on by default, turn it on within the
PHP project settings.<!-- ~MESSAGE_AFTER~ -->

Zend is excellet, I use it day in/day out. It is free for 30 days, and then it stays functional at a reduced level. I don't quite know how functional it is after 30 days, but well worth checking into.
