Is there any way to enforce strong passwords in FileMaker Pro Server
Advanced version 7 or 8? By strong passwords, I mean typical good
security practice, such as:

password must be at least 8 characters and must have 3 of the following
4 kinds of characters: upper case, lower case, numbers, punctuation or
specia characters. Must not be a recently used password, etc.

Of course this can be done by using Active Directory accounts which
have these controls in place, but can it be done within FileMaker
server itself?

No, you'd have to use AD.

No, you'd have to script the process of creating and modifying account
passwords. FileMaker scripting has all the commands necessary to accomplish
this.
