i HAVE SQL MSDE personal edition install in one of the user pc for third
party application.

Can the user run the program with the administrator right ?

usually the server instance is not run under the permissions/privileges of
an interactive user but is run under the credentials you specify for it in
the "service" management applet.. and, yes, it can run with admin rights..
try using Local System..
