Post subject: Purchase Order Sofware

I am currently looking but struggling to find software that approve purchase
orders. If an employee wants to purchase something, they have to get
approval from the head manager, and then to the CEO. This is then sent back
to the company. At the moment, it is all completed by fax which is stupid.
anyone know any ideas for software which does ont break the bank?
