At the moment there's not much available. However Visual DBA will
shortly be posted on the Open Source site ingres.ca.com - it'll be
free to download but the source won't be available.

I don't know when that'll be exactly but it should be pretty soon.

If you are looking for a Windows GUI then Visual DBA is now freely
available from
http://opensource.ca.com/projects/ingres/files.
