Is Client requested Protocol Encryption supported on MSDE?

I can successfully 'Force Protocol Encryption' from MSDE using the
Server Network Utility on the Server. But when I disable that and try
to 'Force Protocol Encryption' from the Client Network Utility on the
client machine, I'm allowed to connect but the packets aren't
encrypted.

Also is there a command for OSQL to enable/disable 'Force protocol
encryption'? I saw this asked about year ago with an answer of no.
Was wondering if this has changed.
