That's a complex question, however if its push, the subscriber login account
must be in the dbo role in the subscription database.
If its pull, the publisher login must have rights to list files and folders
on the snapshot share, and have read permission on the share. The login must
be in the dbo_role in the distribution database, and in the dbo_role on the
publication database or in the PAL of the publication.
